Discussion:

In section 30.5.4.1 [fpos.members] fpos<stateT>::state() is declared non const, but in section 30.5.4 [fpos] it is declared const.

Proposed resolution:

In section 30.5.4.1 [fpos.members], change the declaration of fpos<stateT>::state() to const.
