The SG3 WP refers in several places to a template parameter named "Allocator" but does not impose requirements on this type.
Proposed resolution:
Add the following to 5 Requirements [fs.req]:
Template parameters named
Allocatorshall meet the C++ Standard's library Allocator requirements (C++11 ยง17.6.3.5)
