Discussion:

24.5.1, p3 lists the synopsis for

   template <class T, class charT, class traits, class Distance>
        bool operator!=(const istream_iterator<T,charT,traits,Distance>& x,
                        const istream_iterator<T,charT,traits,Distance>& y);

but there is no description of what the operator does (i.e., no Effects or Returns clause) in 24.5.1.2.

Proposed resolution:

Add paragraph 7 to the end of section 24.5.1.2 with the following text:

   template <class T, class charT, class traits, class Distance>
        bool operator!=(const istream_iterator<T,charT,traits,Distance>& x,
                        const istream_iterator<T,charT,traits,Distance>& y);

-7- Returns: !(x == y).
