The WP (N3000) contains these declarations:

InnerAllocs> bool operator!=(const scoped_allocator_adaptor<OuterA1, InnerAllocs...>& a, const scoped_allocator_adaptor<OuterA2, InnerAllocs...>& b);
But does not define what the behavior of these operators are.
