p9-p11 are redundant now that Concepts define what it means to be an Iterator and guide overload resolution accordingly.

Agree with issue and change to 23.2.4 [sequence.reqmts]. The changes required to 27 [strings] will be part of the general concept support for that clause.

Proposed resolution:

Strike 23.2.4 [sequence.reqmts]p9-11. Make sure std::basic_string has constraints similar to std::vector to meet this old guarantee.
