3229. Incomplete restrictions on same meaning for same tokens

The one-definition rule pivots around the model of "same tokens with same meaning". The existing wording is insufficient to cover optionally overloaded operators (i.e. comma and address-of).

Proposed resolution (approved by CWG 2026-09-01):

Change in 6.3 [basic.def.odr] bullet 16.10 as follows:

• ...
• In each such definition, the possibly overloaded operators referred to, the implicit calls to conversion functions, constructors, operator new functions and operator delete functions and allocation and deallocation functions shall refer to the same function.
