2308. Structured bindings and lambda capture

Whether or not structured bindings can be captured by a lambda and, if so, with what semantics, is unclear from the current wording.

Rationale (March, 2018):

Paper P0588R1, adopted at the October, 2017 meeting, answers the question by explicitly prohibiting such captures.
