211. Constructors should not be allowed to return normally after an exception

The grammar should be changed so that constructor function-try-blocks must end with a throw-expression.

Rationale (04/00):

No change is needed. It is already the case that flowing off the end of a function-try-block of a constructor rethrows the exception, and return statements are prohibited in constructor function-try-blocks (14.4 [except.handle] paragraphs 15-16.
