1728. Type of an explicit instantiation of a variable template

[Voted into the WP at the July, 2017 meeting.]

It is not clear to what extent the type in an explicit instantiation must match that of a variable template. For example:

  template<typename T> T var = T();
  template float var<float>;   // #1.
  template int* var<int>;      // #2.
  template auto var<char>;     // #3.
