1465. noexcept and std::bad_array_new_length

The list of causes for a false result of the noexcept operator does not include a new-expression with a non-constant array bound, which could result in an exception even if the allocation function that would be called is declared not to throw (see [] paragraph 7).

Proposed resolution (June, 2012):

This issue is resolved by the resolution of issue 1351.
