With the resolution of issue 1044, there is no need to say that the name of the alias cannot appear in the type-id of the declaration.
Proposed resolution (April, 2015):
Change 9.2.4 [dcl.typedef] paragraph 2 as follows:
A typedef-name can also be introduced by an alias-declaration. The identifier following the using keyword becomes a typedef-name and the optional attribute-specifier-seq following the identifier appertains to that typedef-name.
